President Goodluck Jonathan will on Tuesday travel to Brussels with Nigeria’s delegation to the Fourth European Union-Africa Summit scheduled to open in the Belgian capital tomorrow.
Presidential spokesman, Dr. Reuben Abati noted in a statement on Monday evening that the summit with “Investing in People, Prosperity and Peace” as its theme will also be attended by the President of the European Council, Mr. Herman Van Rompuy, the President of the European Commission, Mr. Jose Manuel Barroso, other Heads of State and Government of the European Union and Africa as well as leaders of the European Union and African Union Institutions.
He said they would, among other matters, discuss ways of stimulating further growth and creating more jobs in Nigeria and other African countries.
Abati stated: “Education and training, women and youth, legal and illegal migrant flows between both continents, investments in peace and ways to enhance EU support for African capacities to manage security on the continent are also on the agenda of the summit.
“The Brussels Summit will also provide an opportunity for participants to review EU-Africa relations based on the Joint Africa-EU Strategy which was adopted in Lisbon in 2007 and explore options for greater mutually-beneficial cooperation between Africa and Europe”.
He further noted that Jonathan would hold bilateral talks with Chancellor Angela Merkel of Germany and some other participating heads of state and government before leaving Brussels for Abuja on Wednesday night.
The president’s entourage, he noted, will include the Minister of Defence, Lt-Gen Aliyu Gusau (rtd.); the Minister of Foreign Affairs, Ambassador Aminu Wali and the Minister of Industry, Trade and Investment, Dr. Olusegun Aganga.

The speaker of the Parliament of the Economic Community of West African States, ECOWAS Parliament, Senator Ike Ekweremadu has congratulated the president of the Republic of Ghana, John Dramani Mahama on his election as the chairman of the ECOWAS Authority of Heads of State and Government.
This was contained in a congratulatory message to the new chairman.
Senator Ekweremadu, who expressed the firm belief that President Mahama’s election would open a fresh era of progress in the sub-region, said the Ghanaian president is the right man for the job.
In a press statement by his special adviser, media, Uche Anichukwu, he said: “Your emergence as the chairman of the Authority is not only providential, but also a wise and highly welcome decision by the Heads of State and Government of the sub-region given your knowledge, wealth of experience, and internationally acclaimed commitment to the protection and promotion of democracy and good governance as the basis and indispensable instruments for integration and development of West Africa.”
“This is therefore an opportunity to work towards the actualisation of your dream and passion for a West African sub-region free from the burdens of poverty, underdevelopment, insurgency, separatism, terrorism, and all the vestiges of military and unconstitutional incursions into politics”.
While pledging the full support of the ECOWAS Parliament to President Mahama, Senator Ekweremadu who also doubles as the Deputy President of the Nigerian Senate, commended the new Chairman for his unwavering commitment to the enhancement of the powers of the ECOWAS Parliament from an advisory to a full legislative institution and urged him to work towards the speedy realisation of the longstanding dream.
“As a former parliamentarian and a leader dedicated to the growth of all arms of the ECOWAS institution, it is my utmost hope that you will consolidate on the great progress made by your predecessor, His Excellency, President Alassane Ouattara, in this regard to bring the enhancement of the powers of the Community Parliament to reality”, he added.

FRSC To Train Ghanaians On Safety Tips

The Federal Road Safety Commission(FRSC), is to collaborate with Ghana in the training of Ghanaian road safety agency on road safety tips and measures used in Nigeria that has seen the FRSC ranked high on the global scene.
The FRSC corps marshal and chief executive, Osita Chidoka, who revealed this while addressing stakeholders on the successes recorded by the FRSC stated that after touring the FRSC facilities President John Mahama of Ghana, on his visit to the FRSC headquarters recently decided that it would be in the best interest of his country if they can collaborate with the FRSC on road safety tips.
The corps marshal, who was represented by the principal staff officer to the corps marshal, Corps Commander Julius Asom, noted that the FRSC can boast of the best tracking device because they are capable of tracing a crash scene within a few minutes of the accident with the help of the officers in the monitoring room.
According to him, “The world over, our tracking device in our monitoring room, which you have just seen, will stand out as one of the best.
“When we receive a distress call of a crash, with our officers, who are always on desk 24 hours a day, we can get there in less than 20 minutes. This device has greatly enhanced our job and ensured that more lives are saved on a daily basis,” Asom stated.
Recall that the Ghanaian president was the guest speaker at the FRSC annual lecture earlier in the year, where he expressed his desire to see the FRSC train his country’s road safety corps.

Chad’s foreign ministry said in a statement on Thursday that it planned to withdrawal its troops from an African Union peacekeeping mission in the Central African Republic (CAR).
Chadian soldiers have been at the heart of African efforts to stabilise CAR but its forces have been accused of siding with the mainly Muslim Seleka rebels whose seizure of power last year sparked tit-for-tat violence with Christian militia.
It said this has become imperative because in spite of its sacrifices, Chad and Chadians have been targeted in a gratuitous and malicious campaign that blamed them for all the suffering in CAR.
It said its troops would remain in place while the practicalities of the withdrawal were confirmed.
There was no official reaction from France or the AU force, known as MISCA.
However, the decision appeared to be a setback for France, which has deployed 2,000 troops, in a bid to restore peace to its former colony, a landlocked nation rich in gold, diamonds and uranium that has seen little but instability since independence in 1960.

The policemen led by one Inspector Nosiru were said to have come from the Lagos State Secretariat, Alausa, Ikeja.
LEADERSHIP gathered that the policemen who came to the property on Owodoni Street in two vehicles, including a van with the inscription, Badagry Local Government were attacked by some hoodlums who argued that the area was not under Badagry locality.
The house in question is said to be situated along the road and the government would not allow that.
LEADERSHIP investigation revealed that the five policemen who came from the secretariat did not make their presence in the area known to the officers and men attached to the Amukoko police station.
A witness, who gave his name as Udoka, disclosed that the hoodlums beat the policemen severely and inflicted a machete cut on the head of one of them and also vandalised the two vehicles they came in.

Murder: Tricycle Driver Kills Man Over Fare

There was visible anger among workers of the Bayelsa State Ministry of Education, following the reported stabbing to death of a 28-year-old staff of the ministry, Mr. Twanton Weke, by a commercial tricycle driver popularly known as Keke NAPEP in Gbarantoru area of Yenagoa local government.
The tricycle driver it was reported, stabbed and killed the late Weke, following a disagreement over fare.
LEADERSHIP gathered that the deceased, who is also a grandson of the Paramount Ruler of the Gbarantoru Kingdom, Chief Benjamin Weke, was stabbed three times in the neck, on the head and on the chest.
Police sources said the deceased was stabbed while returning from a late night party hosted near the Gbarain/Ubie Oil and Gas Gathering Facility near Gbarantoru community.
The driver in his version alleged that the deceased who was in the company of two other boys had tried to beat him and snatch his tricycle and it was in the process of defending himself that he stabbed the deceased.
A team of the men of the state security outfit known as operation Door Akpor were reported to have arrived at the time of the deadly scuffle and taken into custody the killer driver and also taken away the deceased’s corpse.
Spokesman of the state police command, Mr. Alex Akhigbe who confirmed the development, said investigation was on-going to ascertain the culpability of the suspect.

Unease In Delta As Gunmen Kidnap Edwin Clark’s Son

There was confusion in the Niger Delta yesterday following Wednesday’s abduction of a son of the octogenarian Ijaw Leader, Chief Edwin Clark, Ebikeme, by unknown gunmen.
Security alert was reported in tbe region, especially in the coastal areas of Bayelsa and Delta states.
Ebikeme was picked up by seven gunmen at the site of the multi-million naira Edwin Clark University of Technology, Kiagbodo, Burutu local government area of Delta State. The Ijaw leader had initiated the project as part of the moves to immortalise himself. Ebikeme supervises the project.
It was learnt that the gunmen, who stormed the site in a rickety Audi Car, ordered Ebikeme into his Toyota Hiace bus and sped off to a nearby jetty in the community amidst sporadic gunshots.
The hoodlums operated unhindered despite the presence of a police station opposite Clark’s country home. Few policemen attached to Kiagbodo Police Station reportedly fled into the bush following the shooting.
One of the gunmen trailed the bus with the Audi car. However, unknown to other in the gang, the car was intercepted by youths in the town, who arrested the hoodlum. He was later handed over to the police.
LEADERSHIP Friday learnt that six SIM cards of the various mobile phone service providers were found on the suspect. The SIM cards might have been acquired to facilitate contact and negotiation of ransom with the Clark family.
Ebikeme, who is currently a delegate at the ongoing national conference in Abuja, was promptly transferred into a waiting speedboat and ferried to an unknown destination in the coastal axis of the region. His whereabouts have been unknown since last night.
Reliable family sources told LEADERSHIP Friday that President Goodluck Jonathan called Clark on the phone and assured him that his son would be freed unhurt.
Jonathan was reported to have told Clark that he has directed the Chief of Defence Staff (CDS), Air Marshal Alex Badeh, and the Inspector General of Police, Mr Mohammed Abubakar, to mobilise adequate human and material resources to ensure the early recovery of the victim.
One of the sources said, “Baba (Clark) was disturbed when he was told about the kidnapping of Ebikeme right in his own community, apparently by his own people, but his morale was boosted when President Jonathan called him this (yesterday) afternoon  to intimate him about the efforts being made to guarantee early release of his son from captivity.”

Man Dies Scrambbling For Politician’s Money In Lagos

The police in Lagos on Thursday confirmed the death of a young man allegedly killed while struggling with others to share money donated by a politician in Ajegunle area of the metropolis.
The spokeswoman for the state command, Ms Ngozi Braide,  who confirmed the incident to the News Agency of Nigeria (NAN), said the matter was being investigated.
Braide disclosed that some people had been arrested in connection with the incident.
According to her, the suspects  will be charged to court as soon as investigation is concluded.
“The suspects will be charged to court after a thorough investigation,’’ she said.
However, a reliable source in the area told NAN that the incident occurred when the politician, who had come to inspect ongoing projects, donated large sums of money to the youths.
The source said attempt by some people to prevent some social miscreants (area boys) from bolting with the money led to a free-for-all.
“The money the politician brought when he visited the area caused the fight at 7-Up Bus Stop, Ajegunle.
“There was a heated argument over the sharing of the money; a fight ensued and in the process,  a man was killed at the scene,’’ said the source. (NAN)

Let me thank my Shi’ah friend, Isa Mukhtar for his vigilance on my write-ups, especially concerning Shi’ism. Often times he will be the first to person respond, even before I see the paper, LEADERSHIP FRIDAY; he normally reads the online version, and sends his queries almost immediately. The above email was actually a merger of two correspondences that he sent at different occasion on Saqeefah and other issues.

Isa Mukhtar’s questions on how to ‘elect leaders in an Islamic setting’, and ‘Why is the mode different in all the 4 khulafau Rashidun?’ are pregnant with issues. He even quoted ‘what a brother sent to’ me: ….”If the prophet (SAWA) did not appoint a successor why did others appointed theirs just 2 years after and whose SUNNA were they following or is it an acceptable BID A.?”

I cannot remember seeing any such message from the brother, but that will not stop me addressing the issues.

There is only a very thin line between the British monarchy and the Shia imams – both claim that their authority to rule is by birth right and God’s blessing – chosen by Him. It is called The Divine Right of Kings; they rule, not by the will of the subjects, but by the will of God.

The Archbishop of Canterbury, during coronations and ordainment into the monarchy, anoints British monarchs with Holy oils. Thus, the British Royal Family’s motto is Dieu Et Mon Droit (God and my (birth) Right – i.e. I rule with God’s blessing).

The shi’ah see the Imamate in the light of divine authority. Occupants of that office are divinely appointed, based on God’s choice, and that no other person has any right in such bestowment. To them, the issue of minority or majority is non-existent in what they see as God’s government. He alone has the prerogative of declaring the leader; the people have no say other than submit themselves to, and obey the designated Imam, and those to come from that lineage, because accepting him is submission to God’s will – The Divine Right of Imam, you may say.

What we see today among the shi’ah people of Iran of trying to trace Imamate lineage to establish divine right to the office, had its roots in fire-worship of their ancestors. The Persians had belief in “the Divine Right of their king (Chosroes), and that his spirit moved from one king to another through his descendants. When these fire-worshippers “converted” to Islam, they adapted this idea, claiming that the Imamah passed down from one Imam to another through his descendants.” Therefore, what many people failed to understand is this mixing, by Shi’ah-Iran, of their fire-worshipping and Zoroastrian practises of old with Islam.

My friend, Isa Mukhtar and his brother, whosoever that is, see succession to the leadership of the Ummah after Allha’s Messenger (SAW), through Raafidhi Shi’ah lens with its Magian, Zoroastrian foundation. Observation through this Shi’ah lens reveals imposition of leadership on the people, willy-nilly, as it is something decided by God.

Electing ‘leaders in an Islamic setting’ is by seeking the consent of the governed. In other words, such leader ‘requires the approval of the Muslim Ummah.’ This vital requirement of contractual agreement between the leader and the people is conspicuously absent in Shi’ism. The Sunni modus operandi is Shura, mutual consultation (Quran, 42:38), in electing the leader. That was the process adopted in choosing the four Rightly Guided Caliphs; it was not based on hereditary succession or the “divine right of the Imams”!

I have established in my response to Sheikh Turi on Saqeefah that Abu Bakr became Caliph through Shura under the consensus reached between the Ansar and three Muhajirs. I have shown also that, given the circumstance in which the Saqeefah meeting was convened, many prominent Muhajirs were not in attendance. To rectify this omission occasioned by the Ansar, a General Bay’ah was held a day later, in which 33,000 Sahaabah swore their oath of allegiance to Abu Bakr. This bay’ah, “consent of the governed”, gave Abu Bakr the contractual right to rule over the people.

The Rightly Guided Caliphs were chosen through the same process. They way of achieving this process may vary from one companion to another, but the purpose was the attainment of people’s approval through mutual consultation.

Overtaken by ill-health, Abu Bakr consulted a number of Companions regarding their position on the next caliph. He summoned Abdur Rahman bin Awf and said: “Tell me about Umar ibn Khattab.” Abdur Rahman replied: “You are asking me about something of which you know better…By Allah, he is even better than the opinion you hold about him.” Then he (Abu Bakr) called Uthman bin Affan and asked him: “Tell me about Umar ibn Khattab.” Uthman replied: “You know him better than us.” Abu Bakr said: “Still, O Abu Abdullah!” Uthman answered: “Indeed, in my opinion, his inner self is better than his outer self and no one among us can parallel him.”

Abu Bakr did not stop there. He consulted all the prominent leaders of Ansar and Muhajirs on the eligibility of Umar. He consulted Sa’eed ibn Zayd and Usayd ibn Al-Hudayr – as well as other great leaders of the Ansar and the Muhajirs. Usayd said: “Indeed, after you O Abu Bakr, I consider him (Umar) the best… No one is more suited to bear the burden of this Caliphate.”

The only dissenting voices in the Shura process to Umar’s caliphate were Abdur Rahman ibn Awf and Talhah. These nay voices however, joined the ayes after listening to Abu Bakr’s exposition of the matter.

This consultation was widened with the involvement of all major figures of the Ansar and the Muhajirs who gave their “consent of the governed” to Umar. During that enlarged meeting, Abu Bakr said to the people:

“I have not appointed any relative of mine as Caliph, and I have not installed Umar as Caliph on my own. I have rather done it only after holding consultations with men of sound judgment. Are you then agreed to his being your Caliph?”

Hearing this, they (the masses) said: “We all agree with your choice and opinion.”

Following this, he (Abu Bakr) said: “You should then carry out Umar’s orders and obey him.”

During his final days on earth, Umar appointed six persons, the remnant of the ten (men to whom Paradise had been guaranteed), to be members of (an electoral) council (shura), and he put it up to them to make the choice for the Muslims. Umar said to them:
“I have deliberated on the matter of Caliphate and have reached the conclusion that there is no difference among the people in this affair as long as it is one of you. If there is any difference, it is within you. Therefore, this matter is entrusted to the six of you: Abdur Rahman, Uthman, Ali, Zubayr, Talhah and Saad.” He concluded by adding, “This matter will remain amongst you alone…deliberate (amongst yourselves)! Choose one of you.”

A tiebreaker was obviously needed among this six-man Board of Electors, so Umar including his son Abdullah with a caveat: he will not be a candidate for Caliphate. He said:

“Abdullah ibn Umar will be there as adviser, but he shall have nothing to do with the matter (i.e. of being Caliph)…If three approve of one of them, and three approve of another, get Abdullah ibn Umar to make a decision.”

Uthman was elected as the next Caliph. Talhah was not able to take part in that assignment as he has travelled outside Madeenah. He returned on the day that people pledged their allegiance to Uthman. He was asked to give his own oath to Uthman, but he asked: “Do all Quraish approve of him?” And he was told they did.

He came to Uthman and the latter (Uthman) said: “You still have your options open; if you refuse to give me the oath of allegiance; I shall reject the Caliphate (for myself).”

Talhah said: “Will you really reject it?”
Uthman replied that he would.
Talhah asked: “Have all the people given you the oath of allegiance?”
Uthman replied that they had.
Talhah said: “Then I approve; I shall not go against the general consensus.” He gave Uthman the oath of allegiance.

World Hijab Day: Dear Respected Sister!

In the name of Allah who states “o prophet! Tell thy wives and daughters, And the believing women, that they should cast their outer garments over their persons (when out of doors); that is most convenient, that they should be known 9As such) and not molested. And Allah is Oft – forgiving, Most Merciful“Ahzab: 59.
Peace and blessings of Allah be upon His noble servant our master Muhammad (s) and his pure progeny.
Jimadal – ula, the fifth month of Islamic calendar remind the Ummah at least two important historic event namely; the birthday of Sayyidah Zainab, the audacious daughter of Imam Ali and sister of Imam Husain (as). She patiently endured the persecution at Karbala where her brother was brutally and mercilessly murdered by Yazid’s army in the 61st year after hijra.
Secondly, the demise of Sayyidah Fatima al – Zahra (as), daughter of the noble messenger and wife of his brother and chief warrior Imam Ali son of Abi Talib. Her heavenly departure was due to untold persecution she was made to suffer which culminated in her martyrdom on the eleventh day in the eleventh year after hijra seventy days only after the demise of loving father, the prophet (s) at the age of about twenty.
The piece I write about this week is on hijab. The hijab international day was observed on February 1st in 50 countries across the world. America, Indonesia, Pakistan, Britain, Ghana, Iran, Kuwait, Saudi Arabia, Libya, South Africa, Egypt and Nigeria were among the active participants among others.
Interestingly, in the event held in Abuja and some major cities in the country, wives of prominent politicians – executives, senators, ministers including a reverend sister Agatha attended in what we may regard as hijab. Initiated by sister Nazma Khan, a Bangladeshi in America, after a campaign for support from Muslim organizations in a New York school where she studied, sequel to a thorough analysis on the way the women in hijab were intimidated. It is essentially to declare to the world that wearing hijab has nothing to do with barbarism but rather a sign of liberty and freedom in Islam and Judao – Christian civilizations.
Hijab literally means a cover, a veil a barrier or a protection. In addition to the physical cover however the ethical dimension is highly emphasized. So the philosophy behind hijab in Islam is to protect the society from immoral tendencies that may come up due to immodest dressing. The Jilbab referred in the verse above is the outer garment that women were asked to wear which covers and protect them from molestation as Allah said. So it means that a woman should cover herself completely with exception of face and palm. In fact covering of the face is also encouraged in case of extremely beautiful women. So Hijab, in this context is not peculiar to Islam alone as it is very apparent in Judeo – Christian cultures to date.
The rationale behind the piece is to call the attention of our respected sisters to embrace this culture in compliance with the command of Allah as an obligatory duty not a matter of choice at all. Q24: 31. By extension I emphasize the same on Christian sisters alike as the culture is clearly evident in the Judao – Christian scriptures.
The wives of the prophet – mothers of believers – were first commanded to observe the hijab and avoid what Allah referred as “dazzling display like that of the former times of ignorance” Ahzab: 33. In the same way, Allah warned the companions of the messenger emphasizing the need for communications between the messengers’ wives from behind a veil where necessary.  Ahzab: 53.
There are so many misconceptions about hijab that must be clarified to achieve the desired objective: Wearing hijab is obligatory. It is not optional for those who feel like. And the rationale as we observed is to cover all the body the beauty. So all the beautiful Atamfas, lace, materials and other fashionable clothes should not be exposed except to those permitted by the shari’a.
Hijab is not a uniform simply a cloth which must be LOOSE and UNATTRACTIVE as a condition. That is why black is preferred and is the most used by strictly observing sisters including the orthodox catholic across the world. So is not any designed Abaya a woman can wear in the name of hijab.
Another misconception about hijab is that many thought it is DONE FOR THE STREET. As such when a woman goes out she dresses in her hijab. But she dresses FASHIONABLY AT HOME irrespective of WHOEVER IS PRESENT. This is very wrong as the hijab is meant to serve as BARRIER OR PROTECTION against all men that are neither LEGALLY TIED IN MARRIAGE with a woman nor CLOSELY RELATED IN SUCH A WAY MARRIAGE IS NOT PERMISSIBLE between them. In fact, even if the marriage is permitted on conditional basis, like the case of a husband’s brother that can marry his brother’s wife in the event of death or divorce, the woman must put on her hijab on any encounter with him not to talk of house aides like drivers whose services were either employed by husbands or the women themselves.
In addition to this, sisters of one’s wife must put on their hijab in his presence as abomination of marriage between is temporary since they can marry in the event of death or even divorce of the sister.
So it is OBLIGATORY for our respected sisters to OBSERVE HIJAB in any ENCOUNTER with men, be it in their RENTED RESIDENCES, OFFICES, HOSPITALS or at any other place. Thus the need for girl child education is very apparent here. The flowery designs and what not – KUNSHI must not be displayed to other people not allowed. And use of sock in such a situation will become necessary until it fades to avoid exposure.
However, there is no blame for ladies to appear adorned before their; fathers, sons, brothers, brothers’ sons, sisters’ sons, their women, and slaves whom their right hands possess. Ahzab: 53.
Likewise there is no problem with the adornment of women before the men prohibited in marriage either on direct biological or and marital relations. These include women married by fathers, mothers, daughters, sisters, father’s sisters, mother’s sisters, brother’s daughters, sister’s daughters, foster mothers (who gave suck), foster – sisters, wives’ mothers, step – daughters under one’s guardianship born of wives who were gone in, wives of sons and two sisters at a time in a wedlock. Nisa: 22 – 23.
Going by the rationale behind hijab Muslim sisters are EXPECTED TO BE VERY CAREFUL in their mode of dressing as SCHOOL or PROFESSIONAL UNIFORMS. Stakeholders must play an ELDERLY ROLE IN FAVOR OF MORALITY at all organizations. Thanks to the ONGOING CAMPAIGN in our tertiary and the larger society in the name of MODEST DRESSING.
At this juncture, it is good to share with our esteemed readers few ordeals of some sisters – names withheld – that accepted Islam in America as recorded by Carol L. Anway, in her book Daughters of another path:
The only obstacles that have been placed in my way as a woman have not been from Muslims or Islam, but from the society in which we live. One often feels like a fish swimming upstream in America, like constantly explaining hijab. I have been denied jobs because of my hijab and have been otherwise openly discriminated against. Nevertheless I am truly grateful for hijab. It is liberating in a sense that pro – era women will never know. I feel honored to represent Islam in such a powerful way as to be recognized as Muslim wherever I venture out.
My perception of being a woman has changed. I no longer find freedom in tight pants and miniskirts, but through hijab and modesty. I no longer believe that men and women have to be the same to be equal and that there are roles each are better suited for. At the same time, we all, men and women have our unique, individual talents and need to have the opportunity to nourish them.
I cover from head to toe –gloves, socks, the whole package. I wear a hair cover under a cloak, and I wear a veil. I anticipated so many problems, yet I can hardly believe how easy it has been. I even veiled for three and half years in the united states with no problem. So many people learned about Islam because they were curious about the veil. It is a bit hot, but when the temperature gets over 100 degrees everything is hot to wear! I greatly prefer this dress to anything. Especially people who understand the reason for the veil and dress have been supportive and respectful. I get special treatment everywhere I go here and in the states. Old Muslim ladies will do anything for me. I get great seats on planes, people let me in front of them in lines, and sometimes merchants here in this country will give me free gifts or free service.

Aftermath Of Troops Deployment: Soldiers Kill 30 Insurgents In Nasarawa

Soldiers deployed to Nasarawa Sate recently to help contain the recurring communal clashes along the Nasarawa/Benue border yesterday killed over 30 suspected insurgents during a morning raid on Mararaba Giza community of Keana local government area.
The bodies of about 10 of the suspected insurgents killed in the operation were brought to the Dalhatu Araf Specialist Hospital, DASH, Lafia, the state capital, by a police pickup van and deposited at the mortuary while over 20 were deposited at the General Hospital, Keana. Many bodies were yet to be recovered from the bush.
But the Defence headquarters has said that it will investigate the involvement of the Nigerian soldiers in the matter. Speaking through it spokesman, Major-General Chris Olukolade, the military said, “No such report has been received from anywhere. It will be investigated to confirm if those you said carried out the attack are soldiers indeed.
LEADERSHIP Friday gathered that the military launched the offensive on the suspected insurgents while acting on a tipoff about their hideouts in Mararaba Giza and Tse-Azer where they were said to have taken shelter for some time.
A source at the Keana General Hospital informed that the mortuary could no longer contain the number of dead bodies, hence the conveyance of the remaining ones to Lafia.
It was further gathered that sophisticated weapons were recovered from the insurgents who were taken unawares.
The secretary of the Nasarawa State chapter of Miyetti Allah Cattle Breeders Association, Mallam Mohammed Husseini, said over 30 of his kinsmen were killed in the operation which started by 9am.
The head of the Fulani community, Ardo Sodangi Audu, told LEADERSHIP Friday that he could not give a detailed account of what transpired as at press time but hinted that the casualty figure is expected to rise in the coming days.
Residents of Keana local government area said that the soldiers were seen taking over the town with about four armoured tankers in order to ensure that the insurgents had no escape routes.
One of them who pleaded anonymity revealed that “the military killed the insurgents and were able to recover rifles and other explosive devices from them”.
The source, who pleaded anonymity, said that there had been allegations of terrorists taking shelter in some parts of the southern senatorial zone under the guise of international hunters and wondered whether there are any forests left for games that warrant the presence of international hunters.
“This part of the state has received and seen strange Fulani faces more than any time in the history of our existence in Keana and environs and we wonder where they are coming from, because they are not the normal Fulani that we know,” the source said, adding that “most of these Fulani that we see don’t even have cows and one continues to wonder what is their preoccupation and mission in the state”.
Many in Giza and other parts of Keana LGA have continued to applaud the step taken by President Goodluck Jonathan by deploying the military in the state to find a lasting solution to the persistent cases of incursion by suspected insurgents. They appealed for more soldiers to be deployed to the area for the maintenance of peace.
When contacted, the police public relations officer, Umar Ismaila, confirmed the incident but declined any further comment. “It is a military operation and they are in a better position to issue any statement, but we are trying to appeal for peace so that the situation is brought under control,” he stated.
We Must End Communal Clash In Benue – Jonathan
President Good luck Jonathan has reiterated his administration’s commitment to ensure normalcy returns to areas that have suffered consistent attacks from suspected Fulani herdsmen in Benue State.
He also condoled with the government and people of Benue State over the senseless killing and maiming of the people of the state by the insurgents
Speaking at the wedding ceremony between Mr David Ortom, son of the minister of state for trade and investment, Chief Dr Samuel Ortom (Tiv), and former Miss Christy Ikwue of Idoma extraction of the state, the president expressed delight at the level of unity between the Tiv and Idoma people of Benue State.
The president, who was represented by interior minister Comrade Abba Moro,  lauded the families of the groom and bridegroom for doing away with tribal sentiments.
He described Chief Ortom as a great asset to the transformation agenda of the present administration, and implored Nigerians to embrace inter-tribal marriage so as to foster greater national cohesion, peace and unity .
Jonathan urged Nigerians to emulate the people of Benue State by encouraging inter-tribal marriage, even as he advised the couple to imbibe godly virtues of patience , love and unity as the bedrock of the new union.
Also speaking on the occasion, the vice-president, Arc. Namadi Sambo, represented by Engr. John Tion, and Senate president David Mark, represented by Representative Hassan Saleh, noted the significance of the intertribal marriage which will go a long way to bring peace and unity in the country.
Earlier, Benue State governor Dr Gabriel T. Suswan, represented by his wife Arc. Dooshima Ochanya Suswan, said that despite the great security challenges in the state and the displacement of many Benue people, the marriage between David Ortom and Christy Ikwue was significant.
Suswan described the coming together of David Ortom and Christy Ikwue as a sign of unity that the state and the country deserve.
In his speech, the father of the bride, Dr Samuel rtom, the minister overseeing the aviation ministry, expressed gratitude to the president, the vice president, the Senate president and the great multitude that turned out to support the marriage.
He especially thanked the governor, Dr Gabriel Suswan, his wife, deputy governor Steve Lawani and his wife; the speaker, Benue State House of Assembly and the Benue people who turned out despite this security challenges that have “displaced our people”.
In his vote of thanks, the father of the groom, Chief Ben Ikwue, thanked all and urged everybody to pray for the quick return of peace to Benue and Nigeria, adding that, on their part, everything will be done to nurture the marriage to maturity.
Terrorism: No Secret Trials For Boko Haram Suspects
Meanwhile, the federal government has lost the move to have a Lecturer of Kogi State University, Dr Mohammed Yunus, and two others tried secretly.
The suspects are currently standing trial for allegedly sponsoring the deadly activities of the dreaded Boko Haram sect.
Justice Gabriel Kolawole of a federal high court sitting in Abuja, in his ruling on the application made by the federal government to have the suspects tried secretly, held that the court is mindful of the accused persons’ right to fair hearing and the need to protect the identities of witnesses from the general public as it is done in advanced democracies where cases of terrorism are tried.
He said, “To balance the conflicting interests of fair trial as prescribed by the constitution and not to unjustly expose ordinary citizens who have decided to give evidence on behalf of the state to danger, if the court fails to give minimum comfort to witnesses, it will get to a stage where the state will no longer find witnesses.”
Justice Kolawole further held:  “In advanced democracies of the world, cases of terrorism have led to a legal regime of protection of witnesses.
“I shall not shut down the entire court room, but shall make adequate provisions to shield the identities of the witnesses including personal securities for those of their families need to be concealed from the general public .The court will guarantee fair hearing to the accused persons and protection to the witnesses.”
The three accused persons – Dr Mohammed Yunus, Musa Umar and Salami Abdullahi – were arraigned on an eight-count charge bordering on terrorism.
They were arrested in October 2013 for allegedly holding various meetings aimed at planning to carry out insurgency across the country and have been remanded in prison custody.
The case has been adjourned to May 6, 7 and 14 for hearing.
Kaduna LG relaxes curfew in Kafanchan
Jema’a local government council of Kaduna State on Thursday said it had relaxed the 24-hour curfew imposed in Kafanchan by 10 hours.
The News Agency of Nigeria (NAN) reports that a 24-hour curfew was imposed in Kafanchan township on Wednesday, following the youths’ reaction to the arrest of 24 men allegedly in possession of arms.
Mr Daniel Amos, chairman of the council, said in Kafanchan that residents were now free to go about their businesses from 6am to 4pm.
“The development is due to relative calm witnessed within the metropolis.
“We believe the situation would improve as there has not been reports of disturbances from any quarters,” he said.
Amos commended residents for complying with the directive restricting movement, assuring that the measure was taken to ensure the safety of lives and property.
He urged the public to desist from tendencies capable of breaching public peace and report any suspected person or group to security operatives.
NAN reports that calm had returned to Kafanchan township as residents moved freely and businesses were opened.
Attacks plan to destabilise Nigeria – Buhari
Former military head of state and leader of All Progressives Congress (APC) General Muhammadu Buhari, yesterday, noted that the spate of attacks rocking a part of the north was a grand ploy to destabilise Nigeria.
Speaking to newsmen in Katsina when he paid a condolence visit to victims of recent attacks in Faskari and Sabuwa council areas of the state, Gen Buhari urged residents to help in unmasking those behind the attacks.
“They are trying to destabilise Nigeria beginning with the north because they started with Borno, Kano and now they got to Katsina and Kaduna; so what is remaining?”
The APC leader insisted that the attacks were pure terrorism and went beyond religion and ethnicity since nobody is spared in the killings… Residents must unite and help in unmasking those behind these attacks”
He insisted that the only way out was for people to report suspicious persons and movements to security agents so that suspicious persons could be investigated and charged to court if found wanting.
General Buhari however commiserated with victims of the Katsina attacks which led to the reported deaths of over 100 people and prayed for lasting peace in the whole country.
He donated 200 bags of maize just as his associates from Kaduna who escorted him for the condolence visit donated N1 million each for victims of the attacks in Sabuwa and Faskari council areas.
Over 100 people were reported killed and houses burnt when some armed men attacked villages in Faskari and Sabuwa council areas of the state early last month.
Benue: Reps ask FG to compensate farmers who lost produce to Fulani/Farmers’ crisis
Federal lawmakers have called on the federal government to compensate farmers who lost their farmlands and crops during attacks by suspected Fulani herdsmen in Benue State while asking security agencies to evacuate herdsmen from ancestral lands and houses of indigenes of the state .
The lawmakers took this decision yesterday after adopting the resolutions of a motion moved by Hon. Christiana Alaaga (PDP, Benue) on the need to stop nomadic herdsmen from attack, occupation of ancestral farmlands and alleged use of chemical weapons on defenceless farmers in Agena, Mbatsada and Sangev communities in  East/Gwer West local government areas of Benue State.
The House also condemned the killings and maiming by the herdsmen and called on security agencies including the Nigerian army, police and DSS to arrest the perpetrators of the violence, especially those who allegedly used chemical weapons to attack farmers, and bring them to book.
Urging the National Emergency Management and Response Agency (NEMA) to urgently provide relief materials to the surviving victims of the attacks who were internally displaced in Agena, Mbatseda, Sengev and Mbakyoondu communities, they further called on security agencies to take urgent steps to ensure the safety of  travellers and motorists on Makurdi/Naka federal interstate highway as well as evacuate herdsmen who have settled on ancestral farmlands and taken possession of houses in Gwer local government area.
Leading debate on the motion, Hon. Alaaga expressed worry that killings of people in their homes have taken a new dimension in the form of chemical weapons deployed by herdsmen and expressed worry that, if it is not checked, the deadly practice may shift to other parts of the country.
“Nomadic herdsmen numbering over 200 laid siege to Agena, Mbatsada communities of Gwer East local government in the early hours of the day, shot and killed people as they came out of their houses… Worried that the crises have taken a dangerous dimension of the alleged use of chemical weapons by the herdsmen on Tiv farmers… and if this practice is not stopped, it might spread to other parts of the country,” she said.
The lawmaker further expressed worry that “with the growing number of internally displaced persons, there is impending humanitarian crises like the outbreak of epidemics, famine and crime which may lead to more casualties”.
Troops clear 3 Benue LGAs of armed gangs, recover arms
The Nigerian Army mobilised to Benue has liberated three local government areas from the claws of armed gangs.
Formation commanders of the Nigerian Army have moved to the various states in their area of responsibility to conduct the operations aimed at addressing deteriorating security situation in parts of the north-central.
A statement issued by the Defence Headquarters yesterday and signed by its spokesman, Major General Chris Olukolade, paints the picture of the success recorded by the troops: “Troops deployed in Benue State have already cleared camps of all armed gangs in three local governments of the state.
“Normalcy has been restored in Guma, Gwer West and Agatu local government areas.  Some arrests and recoveries have been made in the process,’’ the statement read.
“Tagged ‘Operation Restore Peace’, the mission has also resulted in the destruction of militant camps, arrests as well as recovery of arms in Shendam area of Plateau State.
“2 AK 47 rifles were recovered after an encounter with troops of Special Task Force and the armed gangs in their enclaves in Shimanker in Plateau State.   In Kaduna State, militants’ camps in Ladduga near Kachia were destroyed while arms were equally recovered in Maigungume Hills in Niger State.”
The military disclosed further that general officers commanding (GOCs) are directly supervising the operations in “their area of responsibility in Benue, Plateau, Nasarawa, Kaduna and Niger states as troops comb forests in the mission to apprehend members of armed gangs and destroy their enclaves”.

The federal government, through the Ministry of Agriculture and Rural Development, has ordered the immediate closure of all cold rooms found stockpiling expired or unwholesome fish in the country.
The directive was given by the minister, Dr Akinwumi Adesina shortly after inspecting a number of cold storage facilities operated by major fish importers in Lagos recently.
In a statement made available to LEADERSHIP yesterday, the ministry revealed that during the inspection, many of the importers/operators of the cold rooms abandoned their facilities, leaving behind only supervisors and menial workers, who were in no position to give material information on the products held in the facilities.
Against that backdrop, the minister directed the acting director of fisheries in the ministry, Mrs Foluke Areola, to mobilise officials to all frozen fish facilities to undertake a physical count of all such facilities, as well as conduct laboratory tests on products found in them, to ascertain whether or not they are safe for human consumption.
The statement revealed that preliminary assessments indicated that there are about 42 companies with cold storage facilities stocking fish and fish products in the Lagos area. These facilities have varying numbers of cold storage chains, with storage capacities ranging from 500 to 3,000 20kg cartons of fish. The preliminary assessment also revealed that a single cold room belonging to one company with seven subsidiaries contained 2,290 cartons of unwholesome fish, while another had 256 cartons of expired fish and 581 cartons of unwholesome fish.
During the 2nd Stakeholder’s Interactive Session on Re-Positioning of the Fisheries Sector recently, fish and fishery product retailers complained bitterly of sharp business practices by big fish importers, including dumping of unwholesome and expired fish products on the Nigerian market, as well as delving into retailing, which they claimed the importers’ licenses prohibit them from. 25 Coastal Communities To Benefit From SEEFOR Project In Delta

Twenty-five coastal communities in Delta are to benefit from the State Employment and Expenditure for Result (SEEFOR) project, being executed under Fadama 111 programme.
The Communication Officer, Fadama III project in Delta, Mr Donald Ojobo, stated this in Asaba in an interview with the News Agency of Nigeria (NAN).
Ojobo said that the benefiting communities were selected from five local government areas, pointing out that additional 20 communities from the area would also benefit later.
He listed the five coastal local government areas to benefit from the intervention project as Bomadi, Burutu, Udu, Warri South and Warri South.
He said that 20 of the 25 local government areas in the state had already benefited.
The communication officer said that the communities were selected through an approach that involved formal expression of interest.
He said that SEEFOR project had provided an opportunity for the local government areas to benefit from Fadama III projects in the state.
Ojobo said that 20 facilitators had been trained and equipped with working materials for the project, adding that sensitisation of the communities had commenced.
He said that as soon as the sensitisation was concluded, the facilitators would assist the communities to fashion out development plans before funding. (NAN)

FG Targets 8m Farmers For 2014 GES

In pursuasion of the Agricultural Transformation Agenda(ATA) the Federal government through the Ministry of Agriculture and Rural Development has said it is targetting eight million (8m) registered farmers for the 2014 Growth Enhancement Support (GES) programme.
The GES programme is an innitiative of the federal government to supply fertilisers and high-yielding seeds and inputs to individual farmers using their phones or the electronic wallet system.
This was revealed by the director of Fertiliser, Mr Akinbolawa Osho at a press briefing in Abuja at the weekend, to announce  the Roll Out of the 2014 Wet Season GES programme in the Southern parts of the country.
According to Akinbolawa, “Even though 10.5 million farmers have been registered from 2012 till date and are all entitled to access the GES, FG is nonetheless targetting not less than 8 million and definitely not more than 10million farmers for the 2014 GES across the federation including Borno, Yobe and Adamawa.”
The director revealed that the Roll Out season which is set to be carried out in 2 phases will begin on Monday, March 24 and run for seven days across the Southern states, while the 2nd phase is set to commence on the first week of April across the central states, including Kogi, Kwara and Taraba whose ecologies are similar to those of the South.
He said “The need to target 8 million farmers followed the need to revalidate the data of registered farmers across the states to ensure that registered farmers are indeed residents of their localities.”
The director revealed that “For the 2014 wet season for food crops, farmers will pay only 10% of the total value, while the FG and states government will bridge the balance for farmers to access two 12.5kg of rice and 2 10.kg of maize as against cash crops farmers who will be expected to pay 20% of the total cost.”

Kaduna Govt To Spend N2bn On SMEs, Agric

The Kaduna State Government said it would soon commence the disbursement of N2 billion for the development of Micro Small Medium Enterprises (MSMEs) in the state.
The Commissioner for Finance, Alhaji Ismaila Aliyu, disclosed this on Monday in Kaduna at a workshop for managers of micro finance banks from the 23 local governments in the state.
He said the money would also be used to finance agricultural activities.
According to him, the aim is to promote economic activities and open up new areas of employment.
Aliyu said the Bank of Agriculture and the state government had already contributed N500 million each under a programme tagged, `Farmers Entrepreneurship Scheme’, to boost agricultural activities in the state.
The commissioner added that another one billion naira had been contributed by the Bank of Industry and the the state government for issuance to medium and small scale enterpreneurs as from April.
“Part of the conditions is that women would receive 60 per cent of the loan while the youth will get 40 per cent”, he said.
Aliyu said the workshop was meant to sensitise officials of the micro finance banks on the modalities for disbursing the loan and terms of recovery.
In a remark, Mr Edward Marsha, the Executive Secretary, Kaduna State Industrialization and Micro-Credit Management Board, commended the state government for the initiative, saying that it was the first of its kind.
Masha noted that micro finance banks have vital role to play in the development of MSME’s and urged the officials to be diligent in handling the loan process.

STOAN Says Over 150 Shiploads Of Rice Diverted In Three Months

Some importers in Lagos were on Tuesday accused of diverting over 150 shiploads of rice to ports in Benin Republic, Cameroon, Accra and Togo.
Princess Vicky Haastrup, Chairman, Seaport Terminal Operators Association of Nigeria (STOAN), made this known to newsmen in Lagos.
According to her, Nigeria lost about 600,000 metric tonnes of rice between January and March 2014 to neighbouring ports due to government’s 110 per cent duty on rice.
“This is becoming rather unfortunate. Our economy is bleeding because of this policy. The loss to other countries as a result of the high tariff on rice was over N300 billion in 2013.
“In the first quarter of this year alone, both government and private operators have lost at least N80 billion.
“Even the Federal Government, through the Minister of Finance and Coordinating Minister of the Economy, Mrs Ngozi Okonjo-Iweala, admitted the shortcoming of this policy.
“The truth is that the policy has done more harm than good to our economy and government should waste no further time before reversing it,’’ Haastrup said.
She said that the revenues affected by the 110 per cent rice policy included those of the Nigeria Customs Service, terminal operators, dock workers and the Nigerian Ports Authority.
Haastrup absolved the Customs for the high rate of smuggling of rice into Nigeria.
“It is wrong to blame Customs because it is doing its very best under the circumstance to check smuggling of rice into the country and that can be seen from the numerous seizures daily.’’
She said that smuggling would continue even if heavily armed officers were placed everywhere, since the local production was a far cry from the demand.
“There is a lot of pressure on Customs because the quantity of rice manufactured locally can only satisfy 30 per cent of local demand.
`Don’t forget that our neighbouring countries are profiting from the policy by dropping their own tariffs on rice and because they are benefitting; they are supporting these smugglers,’’ Haastrup said.
She said the 110 per cent policy would not encourage local production, but rather stifle it due to the high rate of smuggling.
The Minister of Finance, Dr Ngozi Okonjo-Iweala, had in March, said the Federal Government was contemplating a downward review of tariff on imported rice.
Okonjo-Iweala, who disclosed this while answering questions at the ‘Budget 2014 Jam’ in Abuja, said that a drop in tariff would reduce smuggling of the commodity into the country.
She said that the existing 110 per cent duty on the importation of rice was encouraging smuggling of the commodity into the country.
The minister said that Nigeria was able to grow 1.1 million tonnes of rice following the introduction of the 110 per cent duty on the community.
She, however, said that the policy encouraged smuggling of rice into Nigeria because neighbouring countries had dropped their tariffs to 10 per cent.
“For rice, we decided to bring it down because we see that it is not working,” she said. (NAN)

Murder Of 3 NNPC Engineers At Arepo: Absence Of Witness Stalls Trial

The absence of a prosecution witness on Tuesday stalled the trial of 10 men charged with pipeline vandalism and murder at Arepo, Ogun, at a Federal High Court, Lagos.
The accused are Joel Inerepamu, 25; Reuben Oluwole, 60; John Isaiah, 28; Ineye Okposa, 40; Timi Gunuguu, 22; and Olisa Saheed, 25.
Others are Jigo Jiperende, 31; Timi Koro, 29; Johnbosco Igbhofose, 26; and Peter Opidi, 28.
They are standing trial on a seven-count charge bordering on vandalism and murder.
At the resumed hearing of the case on Tuesday, the trial was halted because the prosecutor, Justin Enang, could not produce his witness in court.
Enang informed the court that the witness had travelled for the burial ceremony of his father, and urged the court to grant a short adjournment.
In a swift reaction, Justice Mohammed Idris cautioned the prosecutor against time wasting and general handling of the case.
He reminded the prosecutor that the accused had been in prison custody since 2012 when they were arrested.
Idris said he had granted accelerated hearing of the case because of its criminal nature.
The judge threatened to vacate the order for accelerated hearing and admit the accused persons to bail if the prosecutor failed to diligently prosecute his case at the next date of adjournment.
He adjourned the case to May 8 for continuation of trial.
The News Agency of Nigeria (NAN) reports that the accused were re-arraigned on April 29, 2013 on an amended seven-count charge.
They had all pleaded not guilty to the charge of vandalism and murder.
The judge had ordered the 10 accused to be remanded at Ikoyi Prisons and granted accelerated hearing of the case.
Earlier, the prosecutor had told the court that the accused committed the offences on Sept. 5, 2012 at about 6.00 p.m. at Arepo.
He said the accused had conspired to vandalise an oil pipeline located in the area and scooped large quantities of petrol for sale.
He alleged that the accused, on sighting engineers of the Nigeria National Petroleum Corporation (NNPC) on routine maintenance of the pipelines, opened fire on them.
Three of the engineers were immediately shot dead, Enang added.
According to him, the offences contravene Sections 3(6), 7(a), 7(b), and 17(a) of the Miscellaneous Offences Act, Laws of the Federation, 2004.
The offence of murder contravenes the provisions of Section 319 of the Criminal Code, Laws of the Federation, 2004. (NAN)
